PM&E assists the Contractor in managing and monitoring the contract and any potential disputes, related in particular to the technical challenges and design modifications originated by the local geology and the Employer's Design. Throughout the execution phase, the contractor faced operational delays and cost increases, primarily due to inconsistencies between the detailed project design and the actual conditions encountered during underground excavations.
These inconsistencies, as well as unforeseen geological conditions, necessitated ongoing adjustments in the pre-consolidation process and additional tunnel stabilization. This included the adoption of heavier consolidation and adaptive initila and permanent support, which were essential for ensuring the safe continuation of tunnel excavation works. The proactive management of these challenges by PM&E, in constant coordination with the Project Manager (PM) and the entire site technical team, enabled the contractor to effectively present a dedicated claim to the client. This claim outlined the economic and time-related impacts of the changes in comparison to the original contract terms. At the same time, the contractor requested a swift contractual adjustment through the issuance of a Technical Report for Variation, ensuring the project’s continuity and alignment with the evolving needs.
