PM&E: Then and Now

Over 25 Years of Vision and Support in Major Construction Projects

A company founded in 1997 by combining international site management and design services, PM&E, as the name itself suggests, it immediately distinguished itself for its vocation towards project management and the execution phase of works by providing qualified assistance to both Clients and Executors.

Over the years, the company has experienced constant professional and staff growth, acquiring new skills and expertise. The current partners joined PM&E between 2005 and 2010 and have grown professionally during a period of intense upheaval in the construction sector, starting from the effects of the 2008 - 2011 economic crisis, through the countless changes in legislation, the growing influence of European standards and the exponential increase in sensitivity to safety and environmental issues.

By continuously improving its contract and litigation management methods to respond to the ever-changing operational scenarios, today, PM&E is a well-established specialist consultant in the construction sector, and continue to work alongside Construction Companies and Clients in the realisation of large projects.

The PM&E Method

Through the conception of effective systems of data collection, analysis and representation of contractual events, the PM&E method was born based on the objectivity of facts, transparency and an overview of the many factors that influence the performance of a contract.

The centre of gravity around which PM&E's services are built has always been the correct and objective balancing of the contract to be protected and eventually restored in a timely manner whenever destabilizing factors arise.

These tools have proven to be effective and appreciated for the management and resolution of disputes in both public and private sectors, and valid from the design phase to the testing phase as well as, of course, for the resolution of disputes in both amicable settlement and litigations.

The employment of an effective contract monitoring system that allows for the timely implementation of the most appropriate strategies to rebalance the relationship between the parties is PM&E’s core activity.

The extensive experience gained in the early years, through participation in major strategic projects in the Italian context and the extensive development of tailor-made solutions, has enabled the PM&E team to provide a wide range of services such as Project Engineer, Technical Consultants in private and public arbitrations and lawsuits, amicable settlements and agreements, expert witness under the Italian law and regulations.

For several years, PM&E has provided assistance to Construction Companies for the preparation of technical bids in public tenders, adding a specific range of services dedicated to work scheduling and construction site management.

The cross-disciplinary knowledge and experience gained from working on complex projects has made it possible for the company to provide additional specialised services such as the drafting of balanced, clear and consistent contracts and specifications, analysis and strategic evaluation of disputes, technical reports on the causes of disruption, time and cost impacts assessments, risk analysis on the outcome of disputes ...

Moreover, PM&E provides assistance to Contractors in relevant international contracts based on the FIDIC standards or on local laws and regulations, always with the same objective of preserving and recovering contractual balance.

Over the years the company has promoted training and courses dedicated to Litigation Management in both academic and corporate settings, adapting its experience and vast heritage of case histories to the different training needs and levels of specialisation required.
