PM&E was involved in the project during the intermediate phase of construction to develop specific disruption and time extension claims. The contract, based on FIDIC standards, experienced significant delays and cost increases during the execution phase related to unforeseen geological contingencies that emerged during the excavation phases of the tunnels, penstocks, and basement of the main dam. The variable nature of the rock mass and the presence of fault systems resulted in major production inefficiencies and consequent time impacts in addition to a number of design changes including the relocation of the power plant and consequent lengthening of the pipelines. In ordet to properly file the claims, the nature and impact of the geological contingencies on baseline productivity and critical and subcritical paths were investigated by analytically determining the economic and temporal effects to be submitted to the Client to negotiate their compensation.
